Dinner Debate: A fit-for-purpose ACER and ENTSO governance in the framework of the Energy Union

As markets dynamically respond to the changing environment, it is only natural that the energy landscape looks somewhat different from what it was in 2009 when the Third Energy Package was adopted.

Operational since 2011, the Agency for the Cooperation of Energy Regulators (ACER) had focused on the Framework Guidelines and Network Code process in its early years. Other legislative acts have been adopted since then, assigning new tasks and responsibilities to ACER. The future will likely see it attributed yet other and new duties.

This changed reality has already been addressed in the Communication on the Energy Union. It stresses the importance of reinforcing the powers of ACER and envisages assigning further tasks to the Agency, in particular, with regard to the oversight of existing and new market participants.

In the context of the upcoming legislative proposal on the Energy Market Design, Walter Boltz will present E-Control’s views on a fit-for-purpose ACER and ENTSO Governance System. The presentation will be followed by an exchange of views with Oliver Koch, representative of the European Commission, and all participants.
